Flex, or any other digital transmission, is different than analog paging.
Analog systems use frequency offset, digital systems use digital deviation
offset. Also, digital paging systems never transmit on the center frequency,
they use NRZ or Non Return to Zero deviation. Typical deviation would be up
and down 4.5Khz. A digital deviation offset, for example, would be 4.6Khz up
and 4.4Khz down.
Interestingly, ERP of the stations do not make a tremendous change in the
digital paging system. I believe that the same holds true for analog paging,
but I'm not certain of it.
