The best way to do it is to install a multicoupler, tuned to your 
simplex frequency 446.925 between the duplexer and the antenna. The 
multicoupler has a frequency seperation of at least 1 MHz so it will 
not interfere with the 452/458 MHz frequencies. Insertion loss on 446 
will be approximately 3 db. The following is a line drawing attempt:

Duplexer ----- multicoupler ----- Antenna
  |   |             |
452tx 458rx        446.925 tr     

A Sinclair multicoupler model C3037 could cost (used) about $300-
400USD, has type N female connectors on all 3 ports. The ports are 
Antenna In, Feedthrough out, equipment in/out. Specifications can be

 That will do the job properly and should not affect the commercial 
system. It also assumes the commercial antenna works at 446 MHz as
well.
