Thanks Andy, Everything that you mentioned has been checked out, swapped, changed etc. at the site and on the bench and the problem has been isolated to the PA itself. I don't have a second PA to substitute right now so I need to fix what I have. If it is not the bypass caps then it might be a hair line crack or cold solder joint in the PA or PS.
