Depends on your available resources. You can
tune a duplexer using two radios, some cable and
proper 50 ohm loads and pads as a basic min or
"poor mans" test equipment.
Then you can spend the bucks on the high end
equipment. If you win the lotto, the dream equipment
would be something like an HP Spectrum Analyzer
tied to a tracking generator. Sometimes they are
available as one unit in a Service Monitor, other
times they are stand alone boxes.
