As previously mentioned, that is a digital metering
panel (DMP) for an MSF5000 station. They usually sell
for $50 - $100 on eBay, depending on how complete they
are. The full product has a metering cable (RJ-45 on
each end), a data cable (40-pin flat wire with an IDC
connector on each end), a pair of red/black test
probes for measuring DC voltages in the station, and a
manual.

The TLN2418 is a similar product, often called a
remote metering panel (RMP). It has the same
accessories but does not have the bank of 64 LEDs that
monitor the digital signals floating around in the
controller.

The meter is a 50uA movement that's used during
alignment and testing of the receiver, exciter, and
power amplifier. It uses the RJ-45 cable only.

A built-in amplifier/limiter and loudspeaker gets its
power and audio signal from the 40-pin flat connector
that plugs into an expansion jack on top of the
control tray. The digital signals for the 2419 also
come in via this cable.

Either meter is highly desirable when working on
MSF5000s, however the DMP gives you a much better look
at the inner workings of the station, and also lets
you activate certain conditions such as manual PTT or
PL disable, via four data switches under the LEDs.
