Hey Jeff- Just last year I had a similar problem. The first thing we did was look through the old engineering data for the site. In most cases, the sample lines should all be the same length, so if you shoot the lines to the other tower(s) with the TDR you can compute your own VF for the coax. We did not have this data, and in my case, the coax to the other two towers proved to be not the same length, so, time to punt.
What I decided to do was shoot the bad line with a TDR from both ends. Distance was about 200' from the shack and 75' from the tower. We could ascertain the approximate path underground for the coax, se we measured out from both ends, and then had a gap of about 5 feet. We started digging at the measured end from the tower, and found the break within 1 foot from that point. It worked out pretty easy after measuring from both ends. We ended up with an open in the coax. Hope this helps, good luck. Your next mission, should you decide to accept it, is to find a splice for this stuff!
