Another problem with using a standard NBFM RX to measure deviation is the 
IF filters, which chop off a portion of the received signal.

I was able to modify an old Regency scanner for deviation measurement by 
removing the 455 kHz IF filter & adding a resistive load across the 
discriminator coil.  The former mod allows almost all of the received 
signal through the IF to the discriminator, & the resistor across the 
discriminator broadens the frequency response (though audio output is 
reduced somewhat).
