Ah.  Repeater funding.  We had the same problem, really old repeater
equipment, multiple sites, etc.  We determined that to completely
replace each component would run us about $25,000.

We happen to be an IRS 501(c)(3) organization which allowed us to seek
grant money from local foundations.  We divided up our budged into
four "chunks" -- one $10,000 chunk and three $5,000 chunks, and we
sought funding for each chunk.  The chunks were designed so that if we
received funding for that chunk, we would be able to buy the equipment
and bring the new equipment online without waiting for additional
funding.  

Our first grant was received in June, $10,000 from our local community
foundation, we then purchased a new controller, some new link radios,
a new DVR, a new computer (programming terminal and EchoLink), etc. 
Just prior to the end of the year, we received notice that we will
receive $5,000 from a local corporate foundation as well.  That's 2
for 2, don't let anybody tell you that it is impossible for a ham
radio club to get grant money.  It is time consuming, believe me, but
the results are worth it.
