ALDI  has the 25 cent cart release mechanism, only to get it back when you put the strap back in the slot and you get your 25 cents back.

Id rather Shop @ Wal-Mart or Sams Club.

wheel - latch set up if you try to leave the 
market parking lot with a cart. All built into

I've always looked at it this way-- A "good ground" is not required.
The strap would simply provide a <leak> to ground to prevent the
charge on the vehicle from ever reaching a level that could arc,
probably at the hose end where an arc to something could ignite the
vapors.  And this charge would only be a problem while stopped and
preparing to dispense fuel.  Maybe I'm wrong, but a charge on a
vehicle while traveling would not be a huge problem...

Anyway, you're right that these straps were probably not the best
idea, since they have been replaced by other static mitigation means.
