I Did NOT ask the Question Here ,  but I thought I would share My
answer in case Someone Else might have a Similar Problem

And the only answer I got was from John KF6FOZ Stated He Believed his
had a Fuse 

Well I do too, So Let Me answer My Question and Share the Answer with
Others,. 

I Could Not smell any Japanese Smoke and how come Every time I do My
Hip starts hurting where My wallet is, Anyway I saw No way to get the
case apart so I used My Dremel and Cut the seam of the case, I removed
the Transformer and Right away I saw the Fuse on the DC side It was
blown 1.5 Amp, I replaced it and Checked Everything Fine Now
Recharging My GP-300. 

I just wonder how many of the chargers I have seen at the Hamfest Not
Working if this was the Problem, But Hey wait a Minuit is this Some
Big Secret that no one wanted to share because the Motorola Shops,
Dealers Just Sell the Customer a New One after all the Case dos not
come apart, Oh well it is a Good day as We get older to actually learn
something an Fix it, I guess that is why they call it Amateur Radio
