Robert, You will need the VPL-1 Programming Cable for both the VXR-5000 integral controller as well as the Pacific Research controller. I know; I have a UHF VXR-5000 repeater in GMRS service right now with a PR R-310 controller.
The VPL-1 cable contains circuitry for data conversion and multiplexing, so you should purchase this cable- it's not cost-effective to build one.
