In our area, many local ham groups have had success in obtaining free
tower space.... some examples:

Our club has one of our repeaters located on a tower at a local
hospital.  No problems, no questions.  Same with another club in a
nearby town.

Our main repeater's main transmitter is located on an FM Broadcast
tower, with onlytwo caveats -- one, we need to clean the site and mow
the grass monthly, and two, we can't climb it ourselves -- we have to
hire a local tower company to do our work -- and we have developed a
relationship with them so rates are reasonable.

For the longest time, we were lucky enough to have our own tower on
some old rodeo grounds north of town.  This property will be developed
into housing next year.  Lawyers and real estate agents have told us
that we could fight for implied easement rights but it might get ugly
and we don't have the budget for ugly.  But all is not lost, we are in
talks with a local high school about placing our north site on a light
tower at their football field.  Their only requirement -- we need to
provide plastic owls on their towers to cut down on the bird p00p.
