It looks to be be a modified RICk to connect three radios (V, U, 800), 
so that any user on any system can talk to any user on any other 
system, as there are sets of frequencies that include a V, U, 800 
frequency in each block for crossbanding. I believe the frequency sets 
where on slide 48 or 49.
