Wind systems tend to require a lot of work to keep running. This lutec unit just appears to be a very unconventional build of a pmg "perm mag gen". Stay away from anything you haven't seen in common use.
Anyone working in Solar, Hydro or Wind should take a look at Home Power Magazine, probably one of the best do it yourself mags and the ads are great. They have a great web page where you can review past issues.
