It looks like there's a CARRIER DETECT signal coming
from the IF chip / RF board, which appears on the
controller flex on J6 pin 9. This should be 0V with no
carrier, +5V with a carrier.

You should buffer that signal through a 4.7k or larger
resistor before using it for anything else. I'm not
sure where it is physically, as I've never taken my
radio apart to that level.
