Simple...
Find one 220 or 440 radio with both encode and decode
ctcss and wire it as a remote base radio into one of the
repeaters. Put it on a dummy load (termination) as enough
tx and rx signal will probably be available at the site
regardless of what you might think. You can even turn
the tx power down on the radio and still get a full quiet
signal into the other repeater.
