It's not proportional exactly. Moving the pass 1.00 MHz dosen't
necessarily move the notch 1.00 MHz
So, any time you change the pass, you have to readjust the notch,
but you can move the notch without moving the pass. At least I can't
see any effect with reasonable numbers.
