Bad/detuned antennas don't cause spurs. Unstable PAs do.
I strongly suggest an isolator on the PA output at this point. It will
keep your PA seeing 50 ohms across the band, including your RX freq. where
the PA is seeing a pure reactance from the duplexer notches. I'd pick one
up for you at Dayton if I was going, but I'm not this year.

My guess is you won't be done with it even with a new antenna. It may go
away, but may come back yet again in the future for any number of
reasons. The FAA is likely only going to have so much patience with this
problem, so whatever you do make sure you're really solving the problem.
