There are many approaches but for simplicity and if cost is
not an issue, Dedicated Auxiliary Receivers like GE Mastr II or
Motorola Spectra TAC with 600 ohm line outs and voting tone cards are
tough to beat. Connected by dedicated phone lines to the voter ( most
all are good to excellent, but my choice for simplicity in setup is
the 4ch Hall Voter from Doug Hall ) at the TX site, and driving a
transmitter keying panel to bring up the tx or direct keying if you
choose is as stock an answer in the commercial world as you can
get....( Moto and M/A-Com would recommend their voter however :-) )
There are MANY derivatives which mostly are done to control costs
like rf links instead of phone lines... all add technical complexity
with ctcss etc, and cw iding in the link band setting off another
whole sets of issues....
The technology of implementing the voter cost effectively is where
issues tend to pop up..... The basic concept is the same as it was in
the 60's....
That being said, unless it is a sole source bid or you are
independently wealthy, costs are ALWAYS an issue, so full period
TELCO lines need to be replaced by less costly resources like rf
links.... more expensive initially, cheaper in the long run...and
component selection can greatly influence deployment issues.
Some of the most stable voting systems I am aware of use GE Mastr II
stations and receivers linked with GE MVP's modified as cross band
repeaters, with some care to audio levels, ctcss processing and
emphasis/de-emphasis redundancy.... When done right, they sound
excellent and perform for years without maintenance.
