There is no special 2 meter repeater license if you do not call a Technicial or higher ham license 'special'. It is difficult to put together a cheep 2 meter repeater as the cost of a duplexer is usually the major cost. You can use a GE Mastr ll mobile and a power supply for the basic radio. There are several controllers that can be used for a low price. After that the duplexer,hardline,and antenna will be a very large expense. YOu may want to look at a 440 MHz repeater. Comercial duplexers can sometimes be found without too much cost.
