I remember reading an article several years ago about a problem with LTR... Joe's trucking goes out and buys time on a trunked system and 5 radios, then has one of them cloned into 10 more. Trunked operator now has 15 users and Joe is paying for 5 plus airtime. The article mentioned an extension to LTR called (if I remember correctly) Passport that would prevent this - the ten extra radios wouldn't work. Just mentioning it so you can include it in your research.
