The VCO is working just fine thanks... I've got a bad pll chip 
and the voltage regulators are right on the money. 

If I can't find the pll chip I might have to replace the receiver 
or construct an LO... yes probably a crystal type.  Doesn't have 
to be frequency agile for repeater operation.
