Saw you got a million replies Ken, but just joining in... we've fought
with this demon out here before, too...

Main thought: You must get them to find out where the audio is showing
up first in the audio chain, then work backwards from there...
standard troubleshooting... because as you've seen from the
responses... it can be introduced a number of ways.  Have 'em figure
out if it's introduced in the receiver, the audio circuits of the M2,
the input to the controller, etc...

In our case, better (shielded - we actually used mini-teflon coax)
cabling between the MASTR II Station and the controller, with all the
grounds checked to be tied only to ONE end (ground loops are evil
beasts), cleared up the problem... no more "new Country" in the
background lightly.
