Right.

An FM discriminator is always "flat" - the discriminator doesn't do anything
to alter the frequency response.  It's only purpose is to recover the audio;
later AF stages alter the response.

Audio: can be preemphasized or not preemphasized.  There should be no such
term as "flat audio" - that's where all the confusion comes from as it can
mean either preemphasized audio or deemphasized audio depending on
where/when the term is used.

All repeaters end up yielding "flat" response from end to end.  It's just a
matter of whether not there is reciprocol deemphasis-preemphasis within the
repeater cabinet (intentional or unavoidable frequency response aberrations
notwithstanding).
