I might suggest joining the "wavetechtestequipment" Yahoo group:  Some
people there can help you get a copy of the manual.

As far as the power supply being bad:  I would first unplug the power
for the monitor and see if it powers up.  A very common problem is
that some of the electrolytics in the monitor (especially under the HV
compartment's shield) will leak and short things out, preventing
anything else from working.

Also, if you have not yet replaced every single one of those
surface-mount aluminum electrolytics that are found on many of the
boards (the shielded plug-in modules as well as the non-computer
plug-in boards on the back) you really should before the thing fails
and/or traces are eaten away.  (There are 116 of those capacitors,
IIRC, and every board that had caps replaced should be washed clean
and thoroughly dried to remove the leaked electrolyte.)
