Yes it does. There are no mods for FRS radios to put them anywhere other then FRS freqs. I'm pretty sure it's part of the type-acceptance. Just like they are not allowed a means of connecting an external antenna. (Although that can be modded...) -- Jim Barbour WD8CHL
