The 3-minute timeout timer is the accepted means of accomplishing the 
above. It goes back to the early days of repeaters (60's). Many 
repeaters back then had 3-minute timers on the transmitter itself. You 
had to let the transmitter drop off the air completely  to reset it.
(I remember the ID interval was 3-minutes back then too. Not to mention 
everything had to be logged.)

My usual rule of thumb is that the FCC is the last people you want to 
ask whether something is legal or not. They will normally tell you it's 
not, just to CYA.
ARRL has proven themselves to be worse.
