The 3-minute timeout timer is the accepted means of accomplishing the above. It goes back to the early days of repeaters (60's). Many repeaters back then had 3-minute timers on the transmitter itself. You had to let the transmitter drop off the air completely to reset it. (I remember the ID interval was 3-minutes back then too.
