It is inter spacing white noise over the modulation like a second 
receiver open squelch being gated in and mixed, although there is 
none. I isolated down to the tx board by swapping every other module 
through another back plane/controller... process of elimination.. :-)

This station is a lightening strike recovery victim so all bets are off... :-)

I suspected the dsp but a I swapped the system module with another 
known good one  (two actuially) to no avail
