look at getting a Icom FR-3000 repeater in a road case  and it should work for 
you   as for a duplexer  look at TX RX

  The Virginia Tech Rescue Squad is looking to build a tactical repeater
  for VHF. As almost everyone has seen, we cover a good mix of rural
  and "urban areas". We're looking for a small form factor case mounted
  device. We have 2 frequencies with a 5.25Mhz offset. This is to be
  used as a repeater for a secondary freq. during our football
  operations (we manage 70+ personnel and nearly a dozen ambulances), a
  tactical repeater for larger incidents, and a backup repeater for
  those murphy's law situations (our primary repeater is on the top of
  an academic building). I have been looking at a pelican case form
  factor for this. Haven't have built a repeater before I have a few
  questions:
  1) What reciever/transmitter, controller and duplexer should be used?
  I'm thinking using low
  power (10-25W should be enough power for our coverage area).
  2) What options are there for running this off of batter power as
  well as 120V? 
  3) Is it possible to have this rainproof without burning up the repeater?
