Not sure about the purple wire you are looking at from the Mastr II.

The RC-1000V can be configured for either active high or low COS/CAS.  This is 
selected with jumper JP1, but for Mastr II no jumper needed.  A low is .5 V or 
less and a high is 2-30 V. The Mastr II will put out about 10 volts on its CAS 
with squelch open.

Really sounds as if you are not getting to CAS in the Mastr II.  This is on its 
squelch board.  Might look in FILES of this board for info.  There is lots of 
info here.
