I guess as long as you are spaced correctly it could be added afterwards, but I would do it first to make life simpler....getting boring bits around the tower leg would be more annoying than it is worth... If you have the tower up, deal with it but if you have a choice :-)... just measure carefully so everything lines up correctly...
The house bracket will hold everything straight while the concrete sets if you do it right.... mount the brackets and drop plumb lines to figure out exactly where the tower hole/pad/concrete needs to be....a crooked tower will never fix itself....
