In addition to the high stab oscillators and the voice audio delay
lines, the ctcss / dcs signaling is also treated as it's own animal, 
which most often means time delay and qty value.  People do fudge 
ctcss / dcs operation within the voice audio delay line, but it's 
not the pro way to go. 

Dependent on how the signal reaches the remote sites, there 
will/might also be group delay issues to be dealt with. 

The fun part about using older paging transmitters for voice audio 
is the missing hardware for the right way to include ctcss signaling.
