We would tell them that you are going to use a side arm bracket for a 
and antenna that is similar to the DB314 and then put a DB408 pointing 
up on the top and a DB264 pointing down (or similar antennas). Use a RX-
TX XBC-020-80 to couple the two antennas at the top of the tower and 
use a single feed line to the repeater with another RX-TX unit to de-
couple for each repeater.

We've done this on a couple of installations and got past the "one 
antenna" requirement and it works very well. Technically it's one 
feedline and one mounting arm, so it's not too far off. Just be 
truthful with the antenna legnths so the tower owners know what the 
wind loading is.
