I've personally used both the F121 and F221 radios at reduced power levels, and they seem to work really well. We're using VHF and UHF radios connected together as a linked VHF receiver, talking back to the voter at the VHF tranmit site. We reduced the power on the UHF link transmitters to 1 watt or so...
