We have a similar law here in CA that will take effect on 7/1/2008 re: cell
phones, with the same exemptions for two-way radios.

Subject: [Repeater-Builder] Ham Radio Communication in New Jersey

Might be off topic. If so, I apologize......To all hams communicating while
mobile in New Jersey, please note the new Bill preventing cell phone
(electronic
communications devices) goes into effect tomorrow March 1,2008. Ham radio is
not
effected by this Legislative action. So you can continue to communicate on
Ham Radio but not your cell phone.

It is recommended you print out a copy of the Bill
and keep it near your vehicle ham gear. It can be found at:

http://www.judiciary.state.nj.us/legis/2007c198_law.pdf ...
If stopped, In a respectful manner, show the police officer a copy of the
Bill stating the Ham Radio exemption along with a copy of your Ham license.
No points are involved but a copy of the law may prevent a $100 - $250 fine.
I'd
rather tell it to the cop instead of the judge.
