I've tuned a few Mitreks and Micors and GEs with simple volt meter.  I bought 
an old Simpson 360 analog just for this.  Having an instant response real meter 
is needed for the tuning especially for the low dips in some steps.

However, I always use the manual's instruction in tuning.  It makes life so 
much easier.

I do have a Mot and GE test set and this is much better than the Simpson, but 
know some do not have access.
