On the Comm Spec, I think TS64, check to see if the board is decoding CTCSS 
tone.

Normally one uses the white wire, MUTE, for decode logic.  As received the TS64 
MUTE line will go high during decode.  This can be tested with simple voltmeter.

You need to verify your controller wants this state of high.  If it wants low 
then install JP7 on TS64 which will invert the logic for low for decode.

Make sure the violet wire, HANGUP, is grounded.  If not the decode logic will 
stay in decode state.

You can also manually feed the controller an input on the CTCSS logic input to 
test.
