12? means it is an 125 watts if i am correct.
these are BIG PA'S,really heavy too, they were used on an Micor Pager unit,
i dismantle them and kept and gave some parts to ham that we need them so i 
dinot made $$ with that .

so now i will check,as on GE Master 2 PA ,if there is some Ppot's to balance 
them and adjust the tx power to about 80-90 watts so it will be set on save 
mode.

Not sure what you mean by 12? watt PA. 
But in any case the Micor VHF hi exciters are supposed to be 400 milliwatts out.
So, if you want to drive any of the Micor PA'S with 350 mw, it should be fine.
In my experience, nearly always you can get the rated output with 250 mw drive.
Keep in mind that usually Motorola installed a small bandpass filter between 
the exciter and PA to keep harmonics, etc down.
And that little harmonic filter had some loss.
So, 250 to 350 mw should be plenty.
