There ARE frequency coordinators for commercial pairs, as well... a list is on the FCC website at <http://www.fcc.gov/pshs/public-safety-spectrum/coord.html>.
It appears that the filing fee for a new land mobile license below 470 MHz is $60.00, according to the fee schedule I drilled down to.
