That's only true for 1/4 wave verticals. A 45 degree droop brings the feedpoint 
Z up to 50 ohms (from a nominal 35 ohms). 

But, for 1/2 wave verticals (which is what this one is), the radials need to be 
perdendicular to the radiator for the feedpoint Z to be 50 ohms.

Also I remember there is an optimum angle to "droop" them to get the 
main lobe at the horizon-I want to say between 30 and 45 degrees down 
from horizontal. Affects impedance too if I remember...it' s late....
