My 2¢ worth... I have heard these referred to as "Speed Nuts". McMaster-Carr shows the ones I am familiar with in their catalog, calling them U-style clip-on nuts. (I found them by doing a search for "speed nuts".) These are designed to use sheet metal-type screws, which is what I usually see in radio cabinet rails.
