  barely any or none at all if it's strong.

I believe I said that too...

The result is that a 3 db improvement will in most cases 
approximately double your range.

Wrong, the signal strength falls of with the square of the distance 
unless you have an antenna with a very limited takeoff angle, unusual for HTs.

In closing I would agree 3 dB is not noticeable or barely noticeable 
if the signal is already well out of the noise
