Back when cable was only used to deliver OTA stations to areas shadowed 
from the TV TX sites, I could receive a carrier on 145.25 from a cable 
system 3 miles away from me (closest point).  As I drove toward it the 
signal got stronger & there were no other CATV systems in the area, so I 
knew it was from their system.  Once "inside" the system there were full 
scale signals all over the place.

It'd be interesting to calculate the total radiated ERP of that system 
given the signal strength, gain of the RX antenna I used & average distance 
from the system.
