If I were offered a fee site I think I would do my best to comply with 
what the site owner wants.  Taking the wheels off the cabinet shouldn't 
be real difficult.  Put it up on 2x4 wood blocks and take the wheels 
off.  then remove the 2x4s one by one to lower it to the floor.  I don't 
think you'll find any specs regarding wheels on cabinets.  It is a 
reasonable request, as the last thing a site owner wants is to have 
cabinets pushed aside and cables ripped off the top of the cabinet.  
This has happened at some paging sites I have worked at, including 
equipment I had to fix. 

What band is your repeater on?  UHF duplexers are easily put in a 
cabinet, 2 meter duplexers can be a problem.  I had to find a deep and 
tall cabinet to put my 2 meter repeater and duplexer in, so it is possible.

The best way to be a good site tenant and not attract attention is to 
look at the other equipment installations at the site and make yours as 
good or better.  Be careful of using flimsy ham grade antennas.  These 
can be a real nuisance to other tower crews working on the tower.
