1) There is a good likelihood that the mod will break type-acceptance. 2) Even if it doesn't, the cost to, say a Fire Dept or business to pay a shop to do the conversion is not worth it when you consider the age of the equipment. 3) There is also some question whether the transmitter can meet the adjacent channel noise specs required. Yeah, they're REALLY clean, but no manufacturer will certify something that old to meet the spec.
