I was thinking the same thing. It sounds like the poster's RX has good sensitivity as it is. LMR400 and antenna too close to repeater may be causing desense, thus the "indication" that receive isn't working as it should. Get rid of the LMR400 first and check for desense. If it's still there, move antenna further away and check again.
