I use 1064 (or 1065 if the controller can't hit 1064 exactly) Hz. Palomar Telecom & possibly other controllers have 1064 Hz notch filters in their audio chain to notch out IDs at this frequency. It's a standard in the Cactus radio system. Another option is to use something low like 440 Hz. The speakers in most ham rigs don't reproduce lows very well, so it will be fairly inaudible when mixed with voice audio, yet legal if set at sufficient deviation to be heard when using a larger external speaker.
