meh-CTCSS does not prohibit anyone from accessing a repeater, if you use standard EIA tones. But yeah, if they say specifically that you can't use CTCSS, then that's that. Not trying to pick on you. Just get tired of the 'PL means closed' attitude, worse when it comes from the gov't.
