You sure it's 15 watts? The service manual on repeater-builder specifies it's a 12 watt repeater http://www.repeater-builder.com/standard/standard-index.html Add in the duplexer, cables, age, possible tuning out of it's designed 450-470 range and you get about 8 watts.
