Put a scope on your COR signal and check to make sure it's going lower than 1V and higher than 3.5V. If not, some form of buffer will probably be needed. The CAT expects "close to TTL" input signals. Also make sure the power supply feeding the CAT stays high enough (typically above 14V) so the on-board regulators operate properly.
